Step-1:

Lets start a document 400x400 and fill it white. Select your font and type any letter. Use the Move Tool and put it in the center of the document.

Step-2:

Now lets type another letter. Notice that this one is bigger. You can choose a bigger font or use Edit-Transform-Scale to make it bigger. Your choice.

Step-3:

Select the first letter and go to Layer-Rasterize-Layer and then do it to the second text layer.

Step-4:

If you make visible your two text layers, this is what you should have

Step-5:

Use the move tool to separate them a little to make it more obvious that they are interlocking.

Step-6:

Select only T layer and make sure nothing else is visible. Choose the Magic Wand and touch the T to select it.

Step-7:

Now go to the U layer and make sure that is the only layer visible. Click Edit-copy and then Edit-paste. A new layer will be created with this picture. Using the Eraser Tool, delete the upper part of the copied layer. Leave the lower part.

Step-8:

Turn on all three layers and you should have something like this.

Step-9:

Using the Move Tool relocate the lower part of the U to cover the part of the T that should not be visible.
