Step-1:
Lets open the picture we want to vectorize.

Step-2:
Now we go to Filter-Artistic-Cutout.
|
Step-3:
You can accept the default data if you prefer or you can move the levers until you get your texture.
|
Step-4:
When you click OK you have your vector.
|
Step-5:
If you want to change the color of your vector you can go to Image-Adjustments-Hue/Saturation.
|
Step-6:
Check the box that says Colorize and Preview and then move the levers to find your new colors.
|
Step-7:
And you can pick whatever color you need for your vector.
