To create this color drawing of a picture we need a picture of course and the first thing to do is duplicate the layer for safe keeping Layer-Duplicate Layer

The first thing we are going to do is Desaturate the Layer Image-Adjustments-Desaturate and then we will do a high pass Filter-Other-High Pass.

Now we go to Image-Adjustments-Levels and we will try to get a picture that looks like the one below. To do so, just move the black and white lever to the center as needed.

Let change the layer's opacity to Overlay and reduce the opacity apropriately.

We now apply Filter-Artistic-Cutout.

and add a little noise: Filter-Noise-Add Noise.

And then a little Motion Blur Filter-Blur-Motion Blur.

Finally, do a Filter-Sharpen-Sharpen.

Repeat the step until you find the texture you want.
