Step-1:
We need to start by finding a picture we want to practice this effect on and we are going to open it in photoshop.

Step-2:
Now we are going to duplicate the layer by clicking on Layer-Duplicate Layer. Thi is only to save the original in case we want to redo the process.

Step-3:
Now we will click on Filter-Artistic-Colored Pencil and we will start by copying the data on my picture. You can modify them to get the texture needed for the picture you are working with.

Step-4:
And here is your color pencil drawing.

Step-5:
You can also remove the color of the picture on step two by clicking on Image-Adjustments-Desaturation and continue with the rest of the tutorial. If you do it, you will get this result:

Step-6:
You can also change the mode on the B&W layer and reduce the opacity of the original and get a soft tone. The possibilities are endless.
