Step-1:

We start this tutorial by creating a canvas that is slightly bigger than our original picture and then we will fill it black using the Bucket Tool.

Step-2:

We will center our picture now by clicking on Select-All and then on Layer-Align To Selection-Horizontal Centers and then Layer-Align To Selection-Vertical Centers.

Step-3:

You can click on Select-Deselect and your picture should be all centered.

Step-4:

Now lets click on Layer-Layer Style-Blending Options and from there we will select the option Stroke. Once there, select how many pixels you want to have in your border and then click OK.

Step-5:

And there you have a One Pixel Border.

Step-6:
