how to make a ripple effect
Step-1:

Open Picture and click on Click on and in this case, we want to apply a ripple effect only to a portion of the photograph. Grab the Rectangular Marquee Tool and select the area where you want to put your ripple on.

Step-2:

Once you have the area selected, click on Filter-Distort-Zigzag and copy the data or select the shape of your ripple.

Step-3:

Click OK and then Select-Deselect and there is your ripple.

Step-4:

If you wanted the ripple in the whole picture, just open the picture, click on Filter-Distort-Zigzag and OK.
