Step-1:

Open a new 300x300 document or choose the size you need. Using the bucket, fill the background with white and call it White Layer. Hit D to reset the default Colors.

Step-2:

Go to Filter-Render-Clouds and you should now have a smoky looking document.

Step-3:

Go now to Filter-Sketch-Chrome and apply the following settings. If you prefer, you could go ahead and change this settings until you get the water texture you prefer.

Step-4:

Next go to Image-Adjustments-Hue-Saturation and change the settings until your image looks like water. I suggest the following settings but you should change the numbers until you get the textured you need.

Step-5:

here is your water texture.
