Step-1:

Create document, 600x150 and set background to black. Select the Horizontal Type Tool and write something on your layer.

Step-2:

Rasterize by going to Layer-Rasterize-Layer and go to Edit -Stroke and pick a color. I used F90006 and set the Width to 4 but this really depends on how thick your font is. Try one Width an if id does not work for you click on Edit-Undo and try another one.

Step-3:

This is what you get after you click OK.

Step-4:

Go now to Layer-Layer-style and Blending Options. Click on Outer Glow and copy the data.

Step-5:

Click OK and you are done.
