Step-1:
Create a new document 400x400. Click D to set the default colors and then go to Filter-Render- Clouds.

Step-2:
Now click on Filter-Render-Difference Clouds. Repeat this process two more times.

Step-3:
Click Filter-Distort-Glass and set the following values:

Step-4:
After you click OK you end up with something like this:

Step-5:
Now go to Layer-New Adjustment Layer-Hue Saturation. Move the sliders to choose your favorite color.

Step-6:
Click OK and you are done.
