Step-1:
Create a new file of 400x400 and hit D to set default.

Step-2:
Get the Gradient Tool and select the Linear Gradient and start drawing lines in different directions. Draw little lines in different parts of the documents, this will create the folded or wrinkled texture you see.

Step-3:
Draw lines until you get a texture that looks like the picture below.

Step-4:
Click now on Filter-Blur-Gaussian Blur and set this values :

Step-5:
Click now on Filter-Stylize-Find Edges followed by Image-Adjustments-Levels. Set this values :

Step-6:
After you click OK, you have a beautiful silk texture. I love black and whites but you can give it some color if you want.

Step-7:
And now if you want to give this some color go to Layer-Hue Adjustment Layer-Hue/Saturation.

Step-8:
You can set this values if you want or you can choose your own colors by moving the sliders until you find a color you like.
