Step-1:
Open a new document 400x400 and set default by pressing D. Click on Filter-Render-Clouds.

Step-2:
Go now to Filter-Texture-Stained Glass and enter the following settings:

Step-3:
Click now on Filter-Artistic-Plastic Wrap.

Step-4:
And this is how you get the honeycomb texture.

Step-5:
Now lets give it a little color. Click on Image-Adjustment-Hue/Saturation and move the sliders to find your color.
